7. A preliminary search for "the instructions issued by your predecessors" forbidding the grant of land in fee simple has been unsuccessful and a further search is being made. I am however not delaying submission of the case while this goes

on.

8. It seems to me that the simplest answer to this problem, unless there is some objection ot it of which I am unaware, would be an instruction from the Secretary of State to the Governor making an exception to the earlier instructions forbidding grants in fee simple, the exception being that such a grant may be made to a foreign Government for Consular purposes where there is in existence an agreement between the foreign Government concerned and H.M.G. for reciprocal concessions in this matter. Armed with an instruction of this kind the Governor should not, I think, find subsequent requests for grants in fee simple unduly embarrassing.

9. If this course is approved I will draft a telegram to the Governor on 54392/49 (on which I am placing a copy of this minute) and agree it with Mr. Dale and Mr. Morgan.

10. (The question of computing the price to bę paid for a grant in fee simple, which the Governor also raises, is irrelevant here, but will have to be taken up on 54392/49. )
